English Local Authorities Plan to Dispose of Community Hubs and Sports Centres to Balance Books

According to a new survey of municipal councils, UK councils are planning to offload social clubs, sports centres, and retail spaces as they rely on a rapid disposal of properties to balance the books.

Growing Financial Pressures Drive Asset Sales

The Key Cities Group for second-tier cities in the UK stated that six out of ten of local authorities are intending to sell assets to meet the rising costs of adult and children’s social care.

Local governments have previously come under fire for disposing of public land and open spaces to shore up their budgets, but they contend they must proceed to generate essential revenue from property disposals or face insolvency.

This coalition said that a high proportion of authorities seeking to raise money from a fire sale of holdings represented “a distinct shift from 2024, when the largest share (six in ten) of municipal officials said they would prioritise restructuring services and utilising savings to weather increasing financial challenges.”

Specific Examples of Proposed Disposals

Medway Council in Kent said its property management strategy included the sale of a shopping centre in Rainham and a community venue in Rochester to generate 20 million pounds over the next half-decade.

  • A local golf course and commercial properties held in two English counties, which all provide rental income for Medway council, will also be disposed of under the plan.

Council Tax Rises and Broader Fiscal Strains

The survey of councils in the coalition, which includes several urban centers, further found that more than 70% of authorities will have to increase council taxes next spring to cover the growing cost of core provisions, increased rates of housing insecurity, and a longstanding housing shortage.

The authority said it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but some of these require time to deliver both better provisions and financial savings,” said a council leader.

He continued: “There are population challenges which will persist to increase the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

National Patterns and Projections

A survey of regional authorities this week further found local finances being stretched by the growing number of children and older individuals needing Send support.

A network of councils said that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they struggle to manage rising needs.

Government officials have put off planned reforms to the Send system until the coming year after a policy document outlining those reforms has been postponed.

Disadvantage and Funding Shortfalls

According to the latest indices of deprivation (IMD) for English councils, several participating urban areas were included in the most disadvantaged in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the 2025 IMD measures,” noted the report.

“While only one key city is among the ten most deprived for deprived neighbourhoods countrywide, urban areas are far more likely to be in the most deprived fifth of England. The data highlights the extent of difficulties confronting local leaders across key cities in the next twelve months,” the report concluded.

“Council officials have been clear about the need for a fair and sustainable financial structure that accounts for and addresses the actual extent of deprivation and demand,” said a council leader.

“Lacking this, councils will persist to face difficult decisions around which essential services to fund, and which to cut, to the detriment of their residents.”

One in five of councils have reduced or weakened care services in the last year, the study revealed.
